TiCo crossbow bolts have incorrect damage

I've made three sets of crossbow bolts, upgraded them with quartz, but the damage does not increase.  The displayed damage does not increase from the displayed base damge after adding quartz.  Also, mob-shooting tests reflect the damage output remained constant.

I used bolts of varying weight (bronze, iron, steel) and the flight speed and armor penetration at base stats is consistent with what it's supposed to be.  However, upgrading the bolts had no effect on the damage output at all.  This is not normal behavior for TiCo crossbow bolts.

isnt the crossbow a new item with mc 1.7.10?

has it worked before at all?

They worked fine in every other modpack I've used... and they came out over a year ago.

They did come out in 1.7.10 though... yep, it's been that long...
